It would be very interesting to see what the other 49 states

add up to as well or even if they have an equivalent program.

I think one the biggest loop holes in the welfare system occurs when the welfare recipients receive substantial sums of money in the form of an inheritance and do not report that money. Human nature takes over and they rationalize keeping the welfare dole when it is not really meant for them.

With almost 40 million Californians, and a lot of those of welfare, it would be easy to achieve the numbers stated in that video.

I guess it's not just the super wealthy that cheat the system. lol

I'm not sure I understand the ATM welfare system. Aren't welfare recipients given a set amount each month? Once they use it can they still use their ATM cards to keep withdrawing money?

I think they get a card that can be used just like a bank debit card. Every month the state loads up the card with their monthly allotment. When the person hits the limit it rejects the use of the card.

There's a ton of old info on the Net about the cards being used at casinos and such but in recent years the loop holes have mostly been closed.

No gambling, lotto tixs, booze, smokes, tattoos, etc. are now allowed with the cards.

That's not just a problem in Cali. It's a big problem here in WV and OH. I have friends and family that get welfare. Around here they call them an EBT card and WV it's called a Mountain State card. I've seen countless people withdraw money from an ATM right in front of me with their benefits cards, and go straight back to the alcohol aisle buying beer, Jim Beam, orange juice, and when they get up to the counter they get several packs of cigarettes and rolling papers, cigar wraps so they are having a party on our tax dollars and then apparently going home & rolling up a big ole joint to celebrate.

Don't know about other states but in our tri-state area you only get cash benefits if you have children under 18. Those without kids are only eligible for food stamps, medicaid, and free bus passes or transportation to doctors appointments. So, basically those people are using their kids as an excuse to get that money then spending it on items to get them stoned and intoxicated instead. I bet those poor little toddlers don't like having to use the bathroom in the same diaper all day because mommy and daddy can't buy 2 packs of diapers that month since they need that diaper money for their habits. But that's what it's supposed to be for. Diapers, formula not covered by the WIC program, school supplies, clothing etc. for their children.

They need to start auditing those people. Around here they do on occasion. I knew someone that was spending her welfare money on herself and instead of withdrawing from her card so it would be untraceable she used the card at the register for smokes, beer, craft supplies, movies and cds, going to the bar, playing billiards etc while her child stayed with her aunt all day every day never getting a dime of that money. The local welfare office eventually told her to produce receipts, show us where the money is going by keeping your receipts. She could not of course so, she ended up having to pay back a few thousand bucks and got her benefits suspended for 24 months.

Mysterious Rose, does your cash system expect families to live on the street? Seems like the ATM cards are a legal way for those on welfare to spend the money on the things excluded otherwise.

Welfare system is horribly flawed, no matter what state it's coming from. They don't give people a hand up so they can get ahead in life. They don't say, you have so many months to get a job or at least be actively seeking work and be enrolled in our job finding services then once you find a job we will continue your medicaid and foodstamps for so many months until you can get back up on your feet again.

No, instead they say okay your financially challenged here's a little bit of food money go get a job. Oh you have a job now making $7.25 an hour? You're rich now, your food stamps are cut off and so is your medicaid. You can now spend almost all of your earnings buying your own food and Obama care plans. Instead what they need to do is continue the benefits for those that work for so many months and help them get thru a training or certificate program while they have a small job to start with. Then after they complete training and are making a little more, only then should they cut off their assistance when they see that family is now able to care for their children on their own.

Here, they just dump benefits in their laps, they only count up to $400 a month for rent so if you pay more than that oh well, they won't count it so a recipient paying $575 a month still gets the same amount of foodstamps as someone only paying $400 a month. They don't count car payments or debt that has to be paid. They say, you have a $230 a month car payment? That's not a necessary expense so we can't deduct it for you, we'll have to count it as if you are keeping that $230 each month for personal spending money. So those families never get a decent amount of food & the second they get a minimal paying job they cut them off & 2 months later they're behind on rent and bills again because the welfare made them take all their earnings to buy food and insurance right away instead of allowing them to save up for a few months first to get ahead, those that don't abuse the system that is and genuinely need help. They have programs that say the benefit recipient must work or enroll in job seeking services or they will lose their benefits but if they have kids they still get the benefits and don't have to work, so to get around the system people are having babies on purpose so they can keep their benefits and not be required to work. The whole system is flawed. I have 2 relatives and about 5 family friends who work in social services so I hear stories about this all the time.

I know many people that would disagree with what I just said but think about it, if we spend a little more right away to help these people get good job training and continue their benefits for a few extra months so they can get ahead, we would save billions as opposed to the way they are doing it now. Cutting people off before they are financially ready to take care of themselves, they end up behind on all their bills again because a $5.25 an hour job is not enough to pay bills, food, insurance, gas, car repairs. In a few months they're way behind again but cannot qualify for welfare because they are now working, even though they are making minimal amounts so in order to ensure they can eat and go to the doctor again they quit their job so they can qualify for benefits again. It's a never ending cycle they become trapped in. We end up spending way more tax dollars that way because those people never fully get ahead, they're right back on benefits 4 months later.
