I don't believe Google has that kind of capability on their end. They pretty much process whatever total is sent to them. |

I refund overpaid shipping through Google Checkout (or Paypal if you use it) when buyers purchase multiple items. This is not ideal because GC charges a fee on the total transaction and does NOT refund the fee on the refunded portion. |

This is a good reason to not have the full amount automatically charge. I always wait to charge it until right before I submit the shipping info. And frequently charge a lesser amount due to combined shipping.
Done this way, it doesn't cost you anything. |

IT doesn't cost you anything to refund a portion of the money. It only cost you you the transaction fee if you refund the whole amount charged. |
