PayPal Shopping Cart & Customers Addresses

I've always had my PayPal shopping cart set up to collect the customers address but when they check out over on PayPal their address is not being collected. I thought at first something was wrong with my PayPal shopping cart but it is set up right. If the customer doesn't enter their address during check out on PayPal then we're not protected against fraud payments.

Is there anyway to make sure the customer has to enter their address info during the PayPal check out too?
I know it might be a pain for the customer to enter it twice, once here on eCrater and then on PayPal, but it's protecting them too.
