Discounted shipping problem

I offer several items for sale and usually have buyers selecting one or more items. I charge $10.50 shipping for the first item, then any additional items are charged $2.50 shipping. Thus, a two item order would ship for $13.00. Ecrater is not giving the customers the discount, it is charging $10.50 per order. I have shipping policy listed within each product. What am I doing wrong? Thanks in advance.

To do that you need to use the shipping matrix and put the weight in for the item as 1 pound.
In the matrix put
1 = 10.50
2 = 13.00
4 = 18.00 (note there is no 3 so 3 items would pay the same as 4 items)
6 = 22.00 (note there is no 5 so 5 items would pay the same as 6 items)
etc... last column would be 2.50
