It's not a punchboard - this one has tabs you pull to see if you won a prize. Any info would be greatly appreciated.

I wonder of it is some kind of fund raiser during WWI. Looks like you buy the seals for so much and the ammunition pieces of paper for much less. Maybe then the seals and pieces of paper were placed on another board to show progress of the money raised. Maybe something that was in stores or other places where people gathered.

Its what looks to be a WW II era "Tip" board.

The tabs (tips) at the left were purchased for 5 cents. When opened they reveal a pair of numbers similar to those on the right side of the card.

If your tip matched one of the pairs of numbers on the right you won the stated cash prize and / or were allowed to advance for a chance at the higher cash payouts.

Numbers that did not match weren't considered tips, just trash.

Never seen a multi-level board before.
Looks to be in good shape and everything is collectible to someone nowadays.
