maybe this has changed but I was under the impression if you choose media mail it is the same rate no matter the state. It all depends on weight, not zone.

I don't know what country you shipped to but you may have additional problems if customs opened the package. It might be illegal to sell or ship those magazines to some countries.

You can use EU for all countries that are part of the European Union. Then set shipping to other countries not part of the EU. The matrix has an EU option.

That's a scam. Slightly reworded since it started years ago. I don't know anyone who has followed through with it. They used to get quite nasty when you hedged. I wouldn't even respond.
