What Global category would I put blank pennant flags

Schools
Colleges
Event Planners
Screen Printers
Weddings and Parties.

What Global Category would I put the pennants?

How your product could be used is not the question. The question would be what are you selling. Your products are blank pennant flags that can be printed to say or be used in any way the customer would like. You are selling a supply to be used to print what the customer wishes to print.

I think the best Global category would be Crafts with a subcategory of Art & Craft Supplies.

Now if you want to offer pre-printed pennant flags for weddings, for example, I would suggest Flowers & Gifts > Wedding Supplies. In fact, you might create some examples and offer small run custom printing for a special wedding. However, this would be different from simply selling the blank pennants.

I'm no expert in your field, but as a customer that would be where I would look to find your product.
